I don't see any good reason for the guy to have been immune in any way to tsukishima's ability thus resulting in him getting hurt rather than brainwashed. In this regard, hurting ishida that way was a calculated move which served a very specific purpose. First of all it would have worked so that ichigo would start wanting his powers back. Considering the it happened just as ichigo met kujo it was obviously planned so that ichigo would be forced to train with kujo. Ichigo seeing his little sister with urahara would lead him to mistrust his old allies thus further cornering him. This would mean urahara is free to move as planned and ginjo is free to train him.
