It does seem odd to leave people out and if you consider Tsuki's powers you would think he'd at least try something. What I found really odd about this chapter is we're still getting Ginjo's inner thoughts of the battle.
It does feel like something is up though, why would they need to restore Ichigo's power to take down Ginjo. if those two are the only reason it doesn't really make much sense. You can't really argue it's because they are souls and risk being attacked by fullbring since technically Ichigo himself is a soul atm.
