This place, were Sanji and the rest got brought to seem to be a place were children(mainly) are being kidnapped to and most definitely experimented on. The samurai said he came looking for his son, which means that these kidnappers real job is to bring children to this facility.
Interestingly, though, is that they kidnapped Team Sanji as well, on top of that they said no one will notice if some pirates will disappear meaning that they have had problems with the parents of the children that had gotten kidnapped, just like with the Samurai.
The facility seem to be run by a shichibukai, but the one who cut the Samurai seem to be someone else. Like and underling. The fact that this Shichibukai is dealing with kids is another downside for the Law theory. I'm thinking we're dealing with someone entirely new or Moria.
I also like the Elbaf theory, and about the Birdwoman, is there a possibility that she was experimented on as a kid or is that perhaps to dark? I mean it could be the harpie fruit or some birdzoan fruit.
